From your log it would appear that the Virtuoso server failed to start:

Thus please check the dbpedia.log to see why the server failed to start, resolve reason why and try again or provide the dbpedia.log file and we can advise on why it is failing to start and how to remedy it. One point of not is to ensure their are no other Virtuoso servers running particularly on the 1111 and 8889 port used for this dbpedia installation, and also that their is no dbpedia.lck file in the installation directory which would also cause the servers failure to start.

You can search the mailing list to see posts from others on using the dbpedia install script as indicated in the URL below:

If you search on the mailing list their you will see their are posts their from users who have installed on Windows using cygwin. Although one point of note is that you need to ensure you are installing on a suitably resourced machine, preferably a windows server variant with at least 8GB of memory, otherwise you will have problems loading all the data sets and running the service itself.

Can you provide the output of the following two log files which should give some indication as to the progress of the installation you have attempted:

        dbpedia_install.sh.log
        load_nt.sh.log
