Yes, I have seen this issue myself before and reported to development as I am not convinced the RDFView graphs should be listed or treated the same as the other graphs IRIs for triples stored in the database. The way I have deleted/dropped then is using the "drop quad map <storage-name>" as detailed in the following whitepaper on mapping relational data to RDF with Virtuoso's RDFViews:

You will note that the RDF Schema Object UI silent runs this command before creating a new quad map for new RDFVIews. I do believe having an unpublish command as you suggest either in the graph UI or probably better in the RDF Schema Object UI would be a good thing.
