You can obtain a copy of the OAT VAD package for Virtuoso from:
http://download.openlinksw.com/packages/5.0/virtuoso/oat_dav.vad
This package is not a standard part of the Virtuoso ODS application set and
is thus not part for the open source or commercial product offerings at this
point, although this may soon change.
Note also that a new OAT release is imminent and if you are on the OAT
mailing list you will receive notification about this when available ...
