I take it back - this patch doesn't help. After consulting with Perl experienced colleague: Vim doesn't include inline.h from Perl and only defines S_SvREFCNT_dec() - but now it needs to define S_POPMARK() too, which is difficult to pick out from inline.h. It could end up in including entire inline.h to VIM, which is non elegant solution. The best course of action should be fixing dynamic linking in Win32 compiler.
