I believe the problem is it's an assignment option

*--touch-reload=/home/www-data/reload_vend*

It could also activate a webapp given an update by another process like

*--touch-reload=/var/dbm/partners/mcas/vendors.dbm *

There may be better ways to do that but i think it would be secure as long
as the process logs are not exposed, the permissions are correctly set and
of course both process are them selves secure in other ways. Test that out
and see if it works with your file.
