Could be an IPv6/IPv4 network thing: Something tries IPv6 first, timeouts after maybe a second, and then tries IPv4 and succeeds. That is to say, you have an issue with the network configuration on the server, not a Subversion issue as such. Check the archives. There was a thread "SVN access became slow" in June 2018 that may give you ideas on how to proceed.
