Few have already have few instances on 1.10.2.
to keep all other instances consistent we are upgrading to 1.10.2.

check 1.9 and 1.8) for details especially the new feature compatibility matrix. 
TLDR: No.

Is there a reason not to upgrade to 1.14? 1.10 will be out of support this 
spring (2022-04-13).
