Installation of svn 1.9.3 on windows 2008

Hi Team,
We are installing subversion 1.9.3 on windows 2008.After the installation when 
i am trying to open the svnadmin/svnserve its giving me error,saying that 
libsvn_delta-1.dll is missing.When i checked the dll is very much there,yet its 
giving this error.Could anyone please help us on this.
