Maybe I didn't describe it clearly.
I mean to rollback on the repository instead of the working copy. If a user checked in a 
"wrong" file, system administrator/project manager needs to rollback the file 
to the previous revision on the repository.
Then go with Andreas' suggestion and do a commit of the revert afterwards (aka: svn ci [...]). Afterwards the revision (or just the changes in one of the files/folders done in that revision) is reverted.
