This tells us that somehow your working copy has some invalid state stored. This specific error message was replaced with an error message that contains more data in December 2011 (backport to 1.7.x in r1213745), so I would recommend you to upgrade your Subversion client (read: TortoiseSVN). If possible I would recommend directly upgrading to 1.8.x as 1.7.x may be out of support within a few months. Most likely the actual problem has been fixed around that time as well as I haven't seen error reports for this specific error in years.
