1. Does the issue reproduce if you force bulk updates using '--config-option=servers:global:http-bulk-updates=yes' command line option or 'SVNAllowBulkUpdates prefer' on the server side? 2. Do you have antivirus installed on client computers? -- Ivan Zhakov
