Sounds like you need to debug VCI/Bugzilla until you get the path with which svn_uri_is_canonical gets called, otherwise I don't see how one can tell where the problem is. I would suspect the SVN classes of VCI are calling functions for URIs with local paths or unencoded spaces or such. But I have no idea from your stacktrace where to start looking at beyond "add_commit".
