Confirmed in 1.8.3 with Windows 7 32 bit.
        svn, version 1.8.3 (r1516576)
           compiled Aug 28 2013, 10:07:20 on x86-microsoft-windows

0.  Start CMD.
1.  cd c:\
2.  svn co -N svn_url .
        Don't forget the trailing dot.  Checkout a directory without any files 
in it if you don't want to mess up your root dir.
3.  mkdir foo
4.  date > foo\a.txt
        Hit return a few times to create the file.
5.  svn add foo
6.  svn diff 
7.  Boom.  Specifically, from the event viewer:
