I can reproduce this. I have a very simple mod_wsgi setup:
WSGIAccessScript /home/pm/sw/subversion/obj/apache2/script.wsgi
where script.wsgi contains:
def allow_access(environ, start_response):
return True
It appears to be caused by r1514941 which added the translate_name and
map_to_storage hooks to mod_dav_svn.
