First: what possible reason to do you have to use Tomcat for this? Apache works very well and is much better integrated for Subversion with the "mod_dav_svn" utility. If you need Tomcat for another reason, run it on another host: I find Tomcat configurations nightmarish to unfurl and the failure logs even worse to try to interpret.
Glancing online, I see that there is a 32-bit CollabNet Subversion server with Apache built into it. Can I suggest that you try with this? Unless your repository is huge, I suspect you'll be better off with the integrated solution than trying to link and resolve Subversion to Tomcat: I personally don't know *anyone* who hosts Subversion on Tomcat.
