Subversion is an open source project released under the Apache licence. There are no licencing fees. Subversion is developed by a community of volunteers, who also offer free support via this mailing list on a voluntary basis. There are various companies that offer commercial support services around Subversion. You should be able to find them via your favourite internet search engine. Some of these companies also employ Subversion developers, so using their services will indirectly benefit the Subversion project.
