You don't get the compile-time version of APR, either: svn-qavm,1:~% svn --version --verbose | grep -i apr - APR 1.3.8 (compiled with 1.3.8) - APR-Util 1.3.9 (compiled with 1.3.9) That said, even on unix I don't get the serf compile-time/run-time version numbers: svn-qavm,1:~% svn --version --verbose | grep -i serf * ra_serf : Module for accessing a repository via WebDAV protocol using serf. So these would appear to be two separate problems.
