svnbook-...@red-bean.com would be a great place to report that, though I'd suggest expanding your report with some context. The minimum amount of work for "svnadmin upgrade" is, in the general case, to run "svnadmin upgrade". It's only when you start trying to take advantage of new features provided by the upgraded format that extra work is involved. -- C.
