Note that it is possible and easy to use entirely free software for a
reliable server. CentOS, Ubuntu, etc., work fine and will include
apache and subversion among their thousands of packages that you can
install through their package management tools. You could even run
these as VMs on an existing server.

Nothing wrong with that, but blame policy, not budget for staying on a
old OS and having to manage packages yourself.
