Where your users come from and how they are maintained is up to you and your server configuration. For example, a lot of people use their Windows Active Directory for authentication. If you are using simply file of users I would recommend using Subversion Edge for your server. Subversion Edge provides all the binaries for Apache, Subversion and ViewVC along with a simple web UI to configure and manage the server. Subversion Edge also includes a REST API which allows you to do things like manage repositories and users via scripts and programs.
