No, because it's just binaries and your repositories aren't touch
during installation of newer versions.

Where did you read that? My understanding always was that nothing
happens with the repositories unless you do either svnadmin upgrade
which does the minimal amount of wirk for your repository to be able
to use newer featuresor svnadmin dump/load cycle where completely new
repos can be created and benefit of deduplicated binaries and all that
new stuff.
