I did the following:

Svn co --depth=empty http://myserver/svn/project project
cd project
svn up --depth=empty tags
svn up trunk

Works fine.

I have read the --set-depth can take a LONG time in 1.7. So a clean checkout 
seems to be the quickest way to do this.
