I think the idea of the book is that it's a guide on how to *use* Subversion, 
not a guide on how to *get* it. As a parallel, books on how to use MS Word 
don't tell you on page 1 that the first step is to visit your favorite software 
retailer and purchase a copy of Word--they assume that you already have Word 
installed.

It is one the figurative page 1 of the Subversion web site. The navigation menu 
on the left side of http://subversion.apache.org/ has a "Getting Subversion" 
section. Click the Binary Packages link, then the Windows link, then choose any 
of the packages that are listed.
