The behaviour you describe was a regression introduced in 1.6.13, and fixed in 1.6.14 (and hence also 1.7.0). See http://subversion.tigris.org/issues/show_bug.cgi?id=3727 I am not sure how TortoiseSVN behaves in which version. There are separate mailing lists for TortoiseSVN.
