This turned out to be a problem in OpenBSD's SASL port (see discussion with similar date and subject on openbsd's ports@ list). I improved the error message (see http://svn.apache.org/viewvc?view=revision&revision=1179767) and will nominate this change for 1.7.1. Thanks for your report.
