I'm sorry but it really does sound like you have no idea how Subversion works. Please spend several days reading the book front to back: http://svnbook.org/ That should give you a better idea. As for using Subversion to develop a web site, that can be done. But it's probably only confusing to you if we try to explain these additional details when you don't know the basics yet.
