We also have some users which commit into an existing empty directory - then 
the whole thing is no problem. But in some cases our users want to create the 
project directory with the checkin.

As our working copies for existing projects may be several hundred MB with 
several thousand files, the time problem is considered worse than the 
two-commit approach we do now.
