First: TortoiseSVN has its own mailing list (see 
http://tortoisesvn.net/community.html), if your problem is specifically with 
Tortoise then that should be your first point of contact.  However...

Whoah!  Where did you get that?  The current version is "1.6.16", I would guess 
that .99 indicates a developer build of some sort.  Are you a developer?  If 
not, then I strongly suggest that you competely uninstall the version you have 
and then get 1.6.16 from the official site 
(http://tortoisesvn.net/downloads.html).
