The problem is that symlinks are the improved changes in Vista+, Windows 2000+ just supported hardlinks and Junctions to directories. I found hardlinks to be very sensitive in daily life, because they often seem to get broken during development with Eclipse, resolving conflicts using TortoiseSVN etc. In my mind the only practical solution would really be symlinks, meaning they can only be supported on clients running Vista+. Only using symlinks would be consistent across different platforms, because they support linking to files and directories on NTFS like on other file systems.
