Works for me with svnserve.  You may need an explicit 'jon = ' entry as well?

And, by the way, regarding what I said before --- the '~' feature is
documented in the default $REPOS/conf/authz file.  I haven't actually
read the book in a long time so I don't remember if it's documented
there as well.
