If someone wanted this and came up with an 'svn:externals-foreign' (or svn:foreign-externals?) API of some sort, perhaps someone could get figure out a mechanism for coding the steps needed to check out and update those repositories, If so, an 'svn:foreign-externals' system could be generically created (and probably have the backend commands filed in for git, bz, cvs, etc..). Granted: it would depend on the proper executables for the foreign vcs to be present, but it would be generic and allow people to link to any vcs repository.
