First, this is trunk and not /branches/1.6.x or /tags/1.6.13.

Second, it's possible that the message has been updated but not the
translation.  Based on your description (all messages --- including
Subversion-specific message strings --- are in German, except these
three), I suspect that is the case.

There's not much you can do, other than get someone to update the
translations --- or jumping in and doing that yourself!
