It won't be in 1.6.x. As the code stands now, svnrdump is a binary in equal standing to svn, svnversion, svnlook, et al; it is part of 'make', 'make bin', and 'make install'. (In contrast, svnmucc --- which is included in some binary packages, iirc --- isn't part of the default targets.) I expect binary packages to include it, but that's of course up to the volunteers and organizations who create those packages.
