I'll assume that you reloaded from a dump file (or a backup of the repository) in which case the UUID of the repository is the same. However, you probably have the repository in a different path (different server name, or something that changed the URL). If that's the case you need to use the 'svn switch --relocate' command. If you restored a dump into a **non-empty** repository, then the UUID is NOT changed to that in the dump file (it stays whatever the new repository UUID is). If this is the case, you need to do the 'svnadmin load' into a freshly created repository (e.g. at revision 0). Otherwise, we need more information.
