According the bug-database the issue #3573 is only patching the static function 'diff_mergeinfo_props' at props.c (and a python test script). For me it seems that there is no need to update our server 1.6.6 to 1.6.11 because only the external functions 'svn_wc__merge_props' and 'svn_wc_merge_props3' are referencing the changed function and these (wc merge) functions are only referenced by the client (/usr/bin/svn - via. libsvn_wc-1.so).
