I have a pre-commit hook script that allows you to do just that. It will fail commits unless the properties you specified on the files are set. You could do something like this:
[property All word docs in project "A" need svn:needs-lock set] match = projectA/docs/.* property = svn:needs-lock type = regex value = .* This is a Perl hook and you need to install the Config::IniFiles module for it to work.
