There are no client-side hooks in standard Subversion. Individual Subversion clients may offer this feature on their own -- for example TortoiseSVN does: http://tortoisesvn.tigris.org/tsvn_1.5_releasenotes.html#client-side-hooks For the command-line client, you could write a wrapper script for svn which performs your checks and then calls the real svn.
