What was your test exactly? You can see the lock message only when trying to 
connect with the webmail.

Hello.

I have set SOGoMaximumFailedLoginCount = 5 and tried to log in using the Caldav 
client with the wrong password. My account hasn't been locked after 10 
attempts. 

Is it expected?
