No. Please stick to Ootlook! "-) On a serious note though, how do you suppose MS Outlook gets such information about a recipient of an e-mail? I don't use Outlook much, but I have never seen such Tips. Outlook has no way of knowing the mailbox status of a recipient. Neither does it have a way of knowing if a recipient has configured an OOR - unless the sender and the recipient are in the same server/mail domain.
