Where you need to check Settings --> General --> Timezone, system or SOGo ?
Settings SOGo:
SOGoTimeZone = Europe/Moscow;
System :

Universal time: Вс 2022-07-17 07:53:56 UTC

System clock synchronized: yes
NTP service: active
RTC in local TZ: yes
I also noticed that in sogo.log also shows the wrong time.
