It's on a freshly updated ubuntu 18.04.1 (This was a fault, i know ;-) )
Its python 2.7:

Amar mentioned something about this in a chat the other day and I have not
chased it up.
Maybe he has something to add which could help?
Which version of python do you have installed?
No idea about doxygen, but this is installed on the system I am using:
[h1@earth rtems-tools (master)]$ which doxygen
/usr/bin/doxygen[h1@earth rtems-tools (master)]$ doxygen
