The documentation needs updating. That documentation is bit outdated because a recent change to 4.11 and master disables building the RTEMS kernel in releases. It was remove because doing so was unexpected for those who are use to the developer work-flow and an arch build could break if a single BSP is broken. This happened on the 4.11 branch [1]. I have raised #3292 to track the change on the 4.10 branch.
