Your advice is perfect for a proper shutdown of a computer, BUT,
those good practices are PRECISELY what do not occur if a power outage
occurs while someone is using a computer which does not have a battery
backup. Laptops have a built-in battery backup. Desktop and tower
machines and workstations do not have integral battery backup so they
are subject to sudden improper shutdown.
I am convinced that users of AOO should be advised to use an
external battery backup system for computers which do not have integral
battery backup. This advice should be provided along with the
information about how to download and install AOO. Users should be
given this advice BEFORE a catastrophe occurs.
I've been reading essentially all of the OpenOffice, now Apache
Open Office, Users E-Mail. It seems that a large proportion of serious
problems, from which recovery might be very difficult or impossible, are
attributed to improper, i.e. hasty, shut down. That is exactly what
happens when AC Line power to a vulnerable computer is lost.

I would recommend clearing out browser memory (history, cookies, etc.) you can

power Supplies with non-laptop computers?
Users might be unhappy with paying for UPSes, but they are a small expense
relative to the pain of serious data loss and corruption of profiles.
