Hi Kristine, I would suggest you use an image editor and do the edit in that then save it before inserting it into writer. Some image editors "auto rotate" and image but it doesn't actually replace the image with the image rotated. My favorite image editor is Irfanview I've been using it for years and it's free, it's not fancy, but it does what most people need and it's quick to use. You can visit the website: irfanview.com or it's available in the Windows app store.

Since I got my new computer, which has Windows 10 on it, sometimes, when I
insert a picture from a file (just a jpg picture saved in a folder in My
Documents) into a Writer document, the picture is rotated. I then insert it
into a new Draw document, rotate it, then copy and paste it back into the
Writer document. It will paste, but then when I click out of it, it
disappears. I can click on it again and move it around in the document, but
then it will disappear again when I click out of it. Very frustrating. It
didn’t do this for me when I had Windows 7, which used Windows Photo Viewer for
it’s photo software. Not sure if the problem is from Windows 10 photo software
or Writer or what. I hope you can resolve this big problem for me. I always
need to create documents with pictures of clients’ pets inserted, so I really
need this to work for me. Thank you so much!
