PAF = Personal Ancestral File
The LDS Church developed and sold the PAF application for some years. I
don't know whether it is still available, but I'll bet that the LDS has
some way to open your PAF file.

Both File types aren't Open Document files, but if you were able to
open them under Windows XP it's most likely that your defaults under
Windows 10 has been changed (Thanks to Micro Softies).
You can change them in the Control Panel.
What software did you use to open the files under Windows XP? I see
PAF and FTL both identified as files for family-tree software. If
that's what they are, you'll need to transfer your family-tree
software to your new system. OpenOffice can't be expected to know what
to do with them.
