It's difficult to know what is happening here without seeing the document or having more detail. One possibility is that the material you already have on the rogue page has a paragraph style which includes a page break before. If you press Enter to create a new paragraph, it inherits the style of the current paragraph - including the page break before. If you have an embedded page break, it will show as a coloured line (dark blue by default) along the top page margin. It is worthwhile being alert to such indications.

When your material moves to the new page, with the cursor in the paragraph, go to Format | Paragraph... | Text Flow | Breaks (or right-click | Paragraph... | Text Flow | Breaks) and remove the tick from Insert. Re-insert any necessary page breaks.

If this is the problem, you will want to investigate the use and effects of styles.

Another possibility is that the last paragraph of the existing material on the rogue page has a page break after.
