OT but possibly useful.

Internet Explorer renaming is based on the MIME Type provided by the service. 
This is a security measure.  These discrepancies tend to be related to actions 
on the part of the server from which download is being obtained.

On Windows 10, the default browser is Edge, not Internet Explorer, although 
Internet Explorer remains available.  I prefer it for downloads, since it gives 
me the option of sending the download to places other than the Download folder 
on my account.  Edge might be more fussy.

In addition, there has been some tightening on strictness with regard to how 
the end of a download is handled by the origin server when delivering by FTP 
(which is what is used).  This can lead to successful downloads that are 
reported as unsuccessful because of a termination problem.  One can 
troubleshoot that by finding the downloaded material.  The downloaded material 
will have the correct name but with an additional extension to indicate that it 
is in "partial" state.  By renaming that to the intended file name one can try 
using it. In the case of Zip packages (including .oxt files), try opening in 
WinZip or 7-zip and using the test tool to verify that the file is complete and 
the checksums are all verified.

If you are using Internet Explorer to download the dictionary (probably an .oxt 
file), note that Internet Explorer silently renames .oxt files to .zip. Outside 
of OpenOffice you should simply rename the dictionary.zip file to 
dictionary.oxt; then double clicking on it will install it automatically.

You may still have to adjust your language settings to use that dictionary, 
depending on your setup.
