Not exactly. That converter is an add-on for Microsoft Word, so will
work only if the user has Word installed - which we can safely assume
the original questioner doesn't.
OpenOffice handles word documents just fine.
But not Works documents, which are the subject of the enquiry.

If AOO could not handle a simple doc file with "recipes" it would be
ludicrous.
Apache OpenOffice cannot handle documents in Microsoft Works word
processor (.wps) format. So do you think it "ludicrous"? Or are you
confusing Word and Works?
