This estimate is quite wrong, even though some inaccurate media reports surely contributed to spreading similar ideas.
Fact is, most of the people who used to work on OpenOffice on the Sun (then Oracle) payroll, including core developers and engineers with narrower tasks, now are not working on any free/opensource office suite.
Some of them fortunately still write to the OpenOffice lists from time to time to help and share their knowledge, but their expertise (and this includes some of the main OpenOffice architects) is mostly lost to the free/opensource office suites world, including OpenOffice and all other similar projects.
