Make sure when you install SilkSVN to install the Java Bindings as well. The command line client has many shortcomings. So Install the Java binding. Then if you are lucky the IDE will find it, and would display Preferred Client: JavaHL. If it still displays the cli, you have to tell the IDE where the libsvnjavahl-1.dll (it might called differently) is.
